Below is the Outlook Signature screenshot in which it add items from the Ribbon. The Advanced page of the Options dialog looks like that when no document is open in the Word program.
That's only one of many things that are grayed out in that case, though -- for example, almost all of the buttons on the Home ribbon and most other ribbons, other pages in the Options dialog, etc. Is that the case for you?
